Update 452 — 2020 Cong. Endorsements: 
June Winners in GA, NV, NY, SC and VA

With June done, we see a vast economic disparity forged by COVID this quarter, the best for market returns in 22 years, but the worst in 80 for unemployment, which leapt from 4.4 on April 1 to 12.3 percent proj. for June (an increase over May). Do investors know something we don’t know, or the other way around? If policy has contributed to it, can this disparity lead to rebalanced priorities going forward? We’ll return to these questions after July 4th. 

And with June done, we return now to our Congressional endorsement series, highlighting nomination winners this month in GA, NV, NY, SC, and VA. Among the winners are some promising new stars running on a focused, progressive economic agenda sure to inform the 117th Congress and help restore balance to our economic priorities.

Candidates for U.S. House of Representatives

Carolyn Bourdeaux (GA-07)

  • Cook PVI: R+9
  • 2020 Dem. Primary: Bourdeaux 53 / Romero 12 / Islam 12 / Malik 8
  • Total Amount Raised in 2020 Cycle*: Bourdeaux $1.7M / McCormick $1.0M

After coming within 450 votes of defeating Rep. Rob Woodall in 2018, Carolyn Bourdeaux is offering Democrats another opportunity to flip GA-07 for the first time in 25 years. This cycle, Republicans are losing their incumbency advantage. Demographic shifts in suburban Atlanta mean that this once reliably Republican district is now in play. Bourdeaux faces Dr. Rich McCormick, a Trumpian MD who has amplified hydroxychloroquine as a COVID remedy.

A Professor at Georgia State, Bourdeaux has the policy chops and public service experience that would make her an excellent addition to the Democratic caucus. She’s a strong advocate for democracy reform — backing the Voting Rights Advancement Act and supporting campaign finance reform. On economic policy, she backs increasing the minimum wage, expanding the Earned Income Tax Credit, and more investment in job training/apprenticeship programs.

Rep. Steven Horsford (NV-04)

  • 2020 Dem. Primary: Horsford 75 / Eason 9 / D’Ayr 7
  • Total Amount Raised in 2020 Cycle*: $2.0M / $489K

Rep. Steven Horsford’s win over Republican Rep. Crescent Hardy in 2018 was instrumental in helping Democrats retake the House. NV-04 has swung between Democratic and Republican control numerous times over the past decade, and Rep. Horsford’s race should be close this November. Last week, he won his primary by over 60 points. 

A member of the Congressional Progressive Caucus, Rep. Horsford has been a vocal advocate for American workers and the poor. During the coronavirus pandemic, he has voted to protect housing access and support unemployment insurance. On the Ways and Means Committee, Rep. Horsford has introduced worthy pieces of legislation on tax reform and advocated for increases to Social Security benefits and more equitable financing for it.

Rep. Alexandria Ocasio-Cortez (NY-14)

  • 2020 Dem. Primary: Ocasio-Cortez 73 / Caruso-Cabrera 20 / Khan 5 / Sloan 2
  • Total Amount Raised in 2020 Cycle*: $10.5M / $2.4M

Since her election in 2018, Rep. Alexandria Ocasio-Cortez has been one of the most prominent and influential progressives in the House. A member of the progressive “squad,” Rep. Ocasio-Cortez handily won her primary election last week. Her primary challenger, lost by over 50 points, a resonant endorsement of Rep. Ocasio-Cortez’s progressive voice.

Exceptionally popular among her constituents, Rep. Ocasio-Cortez is a rising star in the party. As a member of the House Financial Services Committee, Rep. Ocasio-Cortez has been a particularly effective questioner against prevaricating witnesses. She has introduced legislation on predatory lending, corporate consolidation, and affordable housing.

Ritchie Torres (NY-15)

  • Total Amount Raised in 2020 Cycle*: Torres $1.4M 

Ritchie Torres is set to become the first openly-gay Afro-Latino elected to Congress. At 25, he was elected to New York City Council and became the first openly-gay elected official in the Bronx. He is now running for the seat being vacated by retiring Rep. José Serrano in the most Democratic district in the nation. 

Torres has stated that his goal is to be a voice for the working poor; NY-15 has the lowest median income in the nation. Torres has been a member of the New York City Council since 2013 where he currently serves as Chair of the Oversight and Investigations Committee. As Chair of Investigations, Ritchie has conducted several investigations, including one into Kushner Companies for fraud and another into the taxi medallion loan crisis devastating thousands of drivers. As Chair of the Council Public Housing Committee, Torres worked to protect low-income Americans in public housing in the Bronx.

Mondaire Jones (NY-17)

After a 25-point victory in last week’s primary, Mondaire Jones appears primed to add to the growing ranks of the Congressional Progressive Caucus in the 117th Congress, where he would be a worthy successor to the retiring Rep. Nita Lowey. Jones will face off against Republican nominee Maureen Schulman in November in what should be a relatively safe Democratic hold. 

A former Obama DOJ official, Jones has dedicated his legal career to protecting vulnerable populations. In the aftermath of the financial crisis, he fought to ensure that victims of mortgage modification fraud were fairly compensated. His current platform reflects many progressive affirmative agenda items: Medicare for All, a $15 per hour federal minimum wage, paid family and sick leave, and an end to misleadingly-labeled “Right-to-Work” laws.

Dr. Cameron Webb (VA-05)

  • Cook PVI: R+6
  • 2020 Dem. Primary: Webb 67 / Russo 18 / Huffstetler 10 / Lesinski 5
  • Total Amount Raised in 2020 Cycle*: Webb $772K / Good – appears to not have filed with the FEC

In one of this cycle’s more unusual House races, Dr. Cameron Webb will face Bob Good, who in an odd set of events, became the GOP nominee over incumbent Rep. Denver Riggleman. Good was a late entry into the Republican primary, and it remains to be seen how his ultra-conservative platform will appeal to voters outside of his base. This presents a real opportunity for Dr. Webb to flip this seat.

A medical doctor by training, Webb has made improving the country’s healthcare system front and center to his campaign, advocating for a universal public option and lowering prescription drug costs. On economic policy, Webb supports a $15 per hour federal minimum wage, an increased top marginal tax rate, and a higher capital gains tax. 

Leadership Honorees

  • Rep. Nydia Velazquez (NY-07), the first Puerto Rican woman elected to Congress, serves as the Chair of the House Small Business Committee. Under her extraordinary leadership, the Committee has prioritized progressive issues like employee-ownership, small business diversity, and corporate social responsibility. 
  • Rep. Jim Clyburn (SC-06) is one of the longest-standing members of the Progressive Caucus, and his work in the 116th Congress remains true to form. In recent months, Rep. Clyburn has sponsored several much needed bills, including the VoteSafe Act to safeguard November’s elections from COVID, the Opportunity Zone Reform Act, which will ensure the controversial program will benefit communities in most need.
